Default "you don't have permission to access ___ on this server"

I am trying to copy a site over from another host. I've uploaded all of the files to the public_html directory on the dotable server and pointed the domains to the correct nameservers (did that about 9 hours ago). The url is Performance Basketball Clinics but when I try to view it in a browser I get a page saying:

"You don't have permission to access /index.html on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request. "

What should I try to fix this?


(The domain of the new server should be 66.63.184.172; if pbclinics.com doesn't point there then maybe the domain hasn't finished propagating yet. )

I was able to resolve the issue by deleting the cpanel account in WHM, re-creating it, and then re-uploading the files.
