Yeah, as Bob mentioned, we can't allocate IP's where they aren't required (you can get IP's for SSL certs).
Bob sells accounts and I manage IP allocations with Arin and our providers, Bob never sees my side, so I am always the baddie
When IPV6 is implemented on a global scale, maybe we'll be able to be free and dish out ip's like they used to be able to, buy a /24 here and there... until that day (which I estimate will take about 20 years to implement IPV6 on a large, global scale, we're stuck with it.
